Built in ashlar and set in a niche against the façade of the Collège Camille Saint Saëns, it was erected in 1840 as a tribute to the great Chaumont sculptor Edme Bouchardon, who was born in Chaumont in 1698. It replaced the old Swan Fountain.
It is surmounted by a copy of a bronze bust of Edme Bouchardon, 65 cm high and 67 cm wide, made by Calla in 1836 from a marble bust by the sculptor Joseph Lescorné. It is framed by two Corinthian columns in marble by Edme Bouchardon, which were part of the chapel of the Ursulines convent dating from the 17th century.
The bas-relief of the stele depicts a water-carrier, lying on the grass with her jug beside her.
This monument was listed as a historic monument on 13 July 1926.
