Previously, this old hall was occupied by the cutlery trade union. The chamber is over a century old and was created by employers and small craftsmen. Its aim was to defend the interests of the Nogent cutlery industry. In 1889, it enabled the area to take part in the Universal Exhibition under the "Haute-Marne collectivity" brand, the first affirmation of Nogent's position in the cutlery industry. It took part in negotiating customs tariffs and controlling shipments, and called for the construction of a railway. On the social front, it was also involved with the Société de Secours Mutuel, a kind of provident society before its time.
