At the time of the declaration of war at the end of July 1914, Langres was a small town living almost entirely from agriculture, octroi duties levied at its gates and the garrison of the 21st Infantry Regiment in its barracks.

The anxiety was palpable: the population was stocking up on food and money, and children were calling out to the officers: "Sir, is it already war?
Without realising it, the journalist's conclusion takes the opposite view of a situation that is about to tip over into a conflict of hitherto unknown horror: "We are happy to write about it. The people of Langroise reflect national sentiment. And the dignity of France, at the present time, will very likely be a factor in peace. The future will prove otherwise...
